Must be given to every existing tenant by 31 May 2026. Fines of up to £7,000 for non-compliance. Must be downloaded from gov.uk — other copies are not valid.
LATE 2026
Private Rented Sector Database
Mandatory registration for all private landlords in England. Requires contact details, property info, and proof of Gas Safety, EICR and EPC compliance.
MANDATORY 2028
PRS Landlord Ombudsman
All private landlords must join the new government-backed ombudsman scheme. Provides tenants with free, impartial dispute resolution. Legal requirement from 2028.
